Sent by the Public Affairs Office at my request to know the definition of the charge board chair Faliero and Officer Friedborg ambushed me with at the school-board meeting on the 19th:


Notification of Misdemeanor:


1. The school board chairman, superintendent or designee shall inform a person who is disrupting or interfering with a school board function or activity that he or she may be found guilty of a second-degree misdemeanor.


2. The person shall be advised immediately to leave the school premises or facility where the function is being conducted.


3. Any disruptive person who purchased an admission ticket to a school event shall forfeit his or her rights under this rule.


Trespassing:


Any person who has been given notice by a school official and either fails to leave the premises or leaves the premises and subsequently returns to the premises shall be deemed a trespasser.

Please consider this a formal charge against David Friedborg, head of security in ROSSAC.


Subject: Abridgement of a my First Amendment rights by chair Falliero of the Hillsborough County School Board to retaliate for my having previously revealed that Chair Faliero engaged in an adulterous relationship begun and advanced on the job in ROSSAC with Marc Hart, whom the administration subsequently fired to protect Faliero, I believe, as a sure yes vote for the administration on the board.


Hart told me in a visit to my home at Madeira Beach which he requested that Faliera initiated the affair because she claimed she needed Hart’s “‘mentoring” and visited Hart’s office so persistently that she became, said Hart, almost a fixture there.”


Apparent previous collusion existed between Chair Faliero and Security Manager David Friedberg to engage in ambushing me. The tape of the meeting will show that the last speaker to the board was I. Chair Faliero did not inform me as the regulation above requires that I might be “found guilty of a second degree misdemeanor” after I exceeded her 3-minute time minute by several words.


Nor did Mr. Friedberg have to be summoned from outside the board room but stood stationed waiting at the head of the aisle leading from the microphone as if by a preplanned arrangement with Ms. Falliero to interrupt me.


As I looked up and back in puzzlement when stopped by Mr. Friedberg, I observed Friedborg’s and Falliero’s exchanging knowing looks with each other as if signaling some action to begin. Ms. Faliero’s look was filled with barely suppressed glee.


A threatening looking individual, bald and tall like the Jolly Green Giant, Friedborg startled me when I reached the end of the aisle by ordering me to leave the board room. I did. In the foyer, he barked at me that I should leave the public premises or would be arrested.


When I asked Friedberg what offense I had committed when he loomed over me in my exit from the aisle, he said that the chair said I was out of order, and that meant I must leave the building or suffer arrest for trespassing. He said nothing about my having committed a second-degree misdemeanor.


When I asked for a statement that described the offense and its punishment, Friedberg said he did not have to provide me with one and continued to demand whether I wanted to go to jail.


Friedborg’s manner throughout the interview was overbearing, rude, and threatening. He seemed consciously to use his unusual height to tower over me in a threatening manner to intimidate me. Mr. Friedberg told me that I owed him unquestioning respect since he has served in the armed forces for 23 years.


I intend to check out that claim of 23 years of service to the country. Some have claimed to have won the Congressional Medal of Honor when they haven’t even left the town they live in.


I called Mr. Friedberg a bully and left the building.


I file charges against schools employee Mr. Friedborg, who, I believe aided and abetted Ms. Faliero’s malicious use of her chairship to retaliate against this citizen who exposed her adultery initiated on school property after Mr. Hart came to my home and confirmed it. He gave me part of the deposition that outlined the adultery as connected with the school.


The board may believe that Ms. Falliero’s behavior is fine for a board member and give her the chairship. I don’t. She broke up a marriage and caused pain to the two children of the shattered family while she herself escaped Scott free and now uses her freedom to retaliate against a citizen who exposed her home-wrecking adultery with the apparent collusion of a school-security employee paid by tax funds to protect the people and property of ROSSAC, not to sneak around abetting the spite of an adulterous board member.


I ask that Professional Standards determine if Faliero and Friedborg met or spoke or exchanged emails beforehand to coordinate their ambush on me because Faliero wanted to retaliate for my exposing her school-site adultery.


I also ask that Professional Standards determine whether others such as the board member and board attorney knew about or colluded in this retaliatory action of Faliero abetted by school employee Friedborg and whether Friedborg-Falliero had a personal instead of a professional relationship when the ensemble conducted retaliation against me on school property at the February 19th board meeting.

Falliero, the Pole Girl, Strikes Again

Falliero shows no more sense of judgement as chair of the board than she demonstrated when she hung out at Marc Hart's ROSSAC public-affairs office for "mentoring" until she snagged him, caused his divorce, inflicted psychological suffering on his two young children from their broken family, and caused him to be fired to protect her image so that he is now out of a job and not able to find one so that his children will suffer as well from lack of financial means.

Falliero is not a good person. She has no business being the chair of a board that is responsible for the county's children. She doesn't care about the county's children. She cares about her immediate gratification no matter whom it hurts, little children included. Faliero's attitude is to hell with everybody--little children included. This narcissistic, reckless, irresponsible woman who got elected to the school board because voters didn't know her character is determined to have fun, fun, fun until daddy takes her t-bird away. lee

Dear Governor Crist,

I have just learned from a Hillsborough County school board member that she had her light on after Lee De Cesare spoke and Chair Faliero ruled Lee "out of order" for finishing her sentence a few seconds after the time ran out.

Chair Faliero ignored the school board member's light and another board member tried to tell Faliero that another board member's light was on, and Faliero ignored him and she gavelled the meeting closed.

She was so intent on abridging a citizen's free speech rights that she totally ignored her duty to allow another board member to comment or stop the incident and that is silencing all the voters of the school board member who wanted to speak, because she was voted in to
represent a county wide seat.

Chair Faliero ignored that board member which in turn ignored all those voters' voices.

This is a formal complaint against Chair Jennifer Faliero and a request that you ask her to step down from her position as chair since she did not uphold the U.S. Constitution as an elected official, and she refused to allow a representative of many voters to speak.

If she uses her position to carry out a personal vendetta and ignore other board members she should not be the chair of the board. She needs to read Robert's Rules and go to a training on how to be a chair before being given that position in the future.

Then Chief Friedberg needs to escort about half the speakers each time off the property if he is going to treat everyone fairly. About half the speakers go over the time allotted. This is another example of how the school board and this Kipley person makes the rules up as they go along.

Heaven's, this is a fast response. I think you have achieved an overnight turnaround of a complaint.

I have questions.


First, is a public employee of the school board allowed to make up rules for a member of the public that do not coincide with the written description of the punishment for disrupting the board? The rule says that the rowdy person is to leave the board room; it does not say that he or she must leave the premises.


Cite me the policy which says I should have left the premises. I asked Mr. Friedberg for it, and he said he did not have to show it to me. He did not know the rules he is supposed to enforce. I am a teacher. I know when a student knows the rules and doesn't. Mr. Friedberg must go to study hall for review of the board-room eviction rules and pass a pop quiz on it from me when I next visit the school board and pass through his cave of winds in the lobby, where he lurks like a cyborg to menace little old ladies.


Didn't you yourself read the rule before you made this hasty judgment? This is just the sort of rush to judgment that teachers complain about when they discuss your conduct of Professional Standards. You should at least be master of the rule which you said I broke. And the lobby cyborg should be too.


And I question the arbitrary application of "exceeding the time limits" as basis for the chair's gaveling me out of order with the penalty of being kicked out of the school-board room. If that were the criterion for removal from the board room, people who were in mid-sentence when appearing before the board would be kicked out of the board room at a high rate indeed.


Could you give me the number of people kicked out of the board room for exceeding the time limits by finishing their sentences? How many words is the cut-off time that guarantees the person's getting kicked out of the board room? Is it more than one? What about more than two? Three? Four? Five? Six? You must keep those statistics as a function of your office. I would appreciate a catalog of these for the last year.


When you talked to Mr. Gonzalez on this issue, did he mention that the bizarre procedures invoked to keep citizen comment at a minimum abridge free speech and violate the First Amendment? Did Mr. Gonzalez admit that he doesn't care about the First Amendment but cares about keeping no-bid contracts as the going practice since he has one of these himself?


I suggest my getting kicked out of the board room by the chair was her retaliating against me for revealing that she had an affair on school property, broke up the man's family, caused his divorce, sat by while he was fired for the false charge of alcoholism, and worst of all, inflicted severe psychological suffering on his two young children, which suffering will soon if not already be physical as well since their father could not get a job the last time I talked to him.


I expect you have had a number of cases in your office of Professional Standards that punished people in the ROSSAC building for knowing about the adulterous affair and not reporting it promptly to the Office of Professional Standards. Don't tell me that exceeding the word limit in the board room is a violation of board rules but adultery of a board member is not. How many of those cases have you presided over in which people who knew about the adultery didn't come forward and complain?


And if there is not a school policy of punishing the goliath Chief of Securitiy for menacing visitors, there should be. There should also be a policy added to the books immediately for a chief not to be so dumb as to let the resident board adulteress make him a conspirator in kicking out a citizen from the board room to get back at her for revealing the gavel-drunk chair committed adultery on school grounds, I demand that the powers that be immediately add it to the official kicking-out rules. And as long as we are at it, there definitely should be a rule posted in the lobby of ROSSAC making school-grounds adultery an offense for being kicked off the board, out of the building, down the street, over the river, through woods, and across the bridge to the next county if not out of the state. Be there no one fluent enough, I will help draft this rule.


In your text to me, (1) put a comma after "2008" for the conventional-material comma rule. (2) "Upon reviewing your concerns with Thomas M. Gonzalez" is a dangling modifier. Revise it to "Upon reviewing your concerns with Thomas M. Gonzales, I (or Ms. Elia or somebody) deterimined…" (3) "Chief Friedberg" should be "Chief Friedberg's": one uses the possessive before a gerund.


Such basic errors lend support to my contention that you do not have the educational background for a job making $127,000. The taxpayers have a right to expect such bloated salaries to require at least basic literacy. Your salary would pay over three teachers, all literate. I also suggest that the judgement you show in this email is deficient. I have recommended that a person with a psychology, criminal justice, or philosophy degree head the Professinal Standards office. Your home-economics (an oxymoron) degree is not sufficient for making the ethical decisions that the head of the Professional Standards Office must make.


One puzzles about how Chief Friedberg got to be chief when he doesn't even know the rules he is supposed to carry out. Citizens have a right to expect that the chief know at least the simple the rules. That's why we pay him. His being eight feet tall is not sufficient replacement for intelligence. Cite me where the rules say he is supposed to order a person from the premises when the rules say the person is merely to leave the board room. Ask Chief Friedborg if the board Jezebel dazzled him into mistaking his duty and exceeded it to please our board-chair adulteress and vindictive La Belle Dame sans Merci. Tell him he has flunked Rules 101 and must hand in his badge until he passes the essay test that I have left in the board room under the 2nd chair to the left of the semicircle of the gods who occupy the podium.

Postcards from the Edge from School Stalwarts to Fairy Godmother Granny Lee and Prospective Jail Bird for Free Speech


If the board allows the hulking security fellow David Friedberg to collude with La Dame Belle Sans Merci Falliero to falsely accuse me of violating board rules to deprive me of free speech and shut me up by having the security Jolly Green Giant security palace behemoth to bark at me, threaten me with jail, and drive me off school property, we must be hitting a nerve; we must be doing something right. I glimpsed
a victory for my caterwauling meeting after meeting for equal-employment opportunity instead of Elia's hiring buddies and sycophants for $100,000-plus administrative posts.


For a new top administrative job, one Dr. Pansy (I missed her last name, but she's black, pretty, and has a doctorate.) got hired. When I congratulated Dr. Pansy, she said there had been 35 applicants.


That in-pouring of competitors for administration jobs when they are advertised means there is a chance for taxpayers to at last get smarter, more competent administrators who won't require pricy consultants to ride to their rescue and give them flash-card seminars in how to do their duties. lee

If I had hips as wide as the Hindenburg like Faliero has, I would be angry at life too and have 75 year old women manhandled and arrested. Nature has been unkind to Faliero's hips, so she is understandably bitter at life and takes it out on others.

Officer Friedberg should be ashamed of himself. That is bullying behavior. No citizen or taxpayer or voter should be escorted off the property for speaking his/her mind on matters. This is shameful behavior, and I am surprised the rest of the board allowed it to happen.

My impression of Officer Friedberg is that his Pantagruel size and lack of complementary mental power mean he has used bullying all his life as his tactic of choice. He also is the sort of lout who will fall for a wink and a nod from a floozy. I pray he is not married, has no home to destroy by the resident board homewrecker, and has no little ones to inflict suffering on for adult irresponsibility. lee

Here are a couple of late-breaking comments that show teachers have quick minds. They are right about each point; but following the rules is not something the ROSSAC denizens are used to doing. And would Faliero follow rules? We are talking about a doxie who seduced a guy in his ROSSAC office, who paid no attention to Lennard's telling her to lay off Hart, who homewrecked his marriage and caused the divorce that he told me inflicts great injury on his two children. Then she dumped the poor love-lorn fellow on the slag heap that she shares with Bela Lugosi. La Belle Dame sans Merci follows the rule of the jungle.

As a veteran School Board watcher I have seen much worse language directed to the Board by the gentleman who is trying to get energy efficient schools built.

On many occasions I EXPECTED Chief Freeburg and the security squad to be called. They weren't.

You were making a good point when the dogs were turned loose.

Watch the video on the web and note the time. Make sure that you actually were over 3 minutes.

There are numerous examples of the Chair encouraging speakers to continue after the red light when they are being complimentary!

The stink is becoming palatable.

I love that guy who fulminates about energy-efficient schools. Apparently, he has appeared so many times castigating the board at the top of his lungs that its members examine their notes and cuticles when he is expostulating. I think this energy-efficient guy is a wasted talent. He makes good points, but the board pays him no attention. The board is immune to good points. lee

in the chair's opening statement, if a speaker violates the rules of speaking to the board, "they will be removed from the Board meeting".

the chair does not say "removed from the premises or arrested."

This responds to my comment on my liking the energy-efficient man. The correspondent says that the board let Falliero kick me out illegally because I was hitting on the truth and that he was not.

I do think Mr. Energy-man hits on the truth and that Cathy Valdez ought to listen to him; but her training is in early childhood lore, not in business, so she can't see the connection. This situation is why I sing my refrain of advertising the top administrative jobs so that the people in them will know what they are doing. I still have got no answer on my question about whether Tom Gonzalez gave the board warning in writing of the danger of not having catastrophic insurance for the school part of which caved in. I suspect Valdez's contract didn't include the insurance, that Gonzalez didn't recommend it either verbally or in writing, and that none of the board was sharp enough to ask about it. So the builder gave a piddling amount for the damage, and the taxpayers absorbed the rest. It's the blind leading the blind at the ROSSAC building; and the taxpayers get stuck for the bill for this ubiquitous ingnorance and carelessness.

Must be the reason they didn't kick the "energy efficient" guy out was because
he wasn't hitting on the truth.
