Mr. Linda Kipley Gets Job Unfairly

The crony hiring practices of the school board have handed a job to the husband of Linda Kipley, head of Professional Standards. Ms. Kipley’s husband has no college degree and minimal accounting experience, cited as “sales rep/accounting.”

I was able to examine four of the remaining candidates’ application for the job. I called Ms. Salem, with an accounting degree and an economics minor and years of experience as an accountant for a major corporation. She is handicapped and uses a walker.

I told Ms. Salem that if Ms. Kipley’s minimally qualified husband gets the job instead of her, she is entitled to file with the EEOC for discrimination based on national origin (Ms. Salem is Egyptian and has a slight accent), sex. She is also entitled to file charges under the American disabilities act. Perhaps she can file for age discrimination as well.

I shall inform all the applicants who look to have better credentials than Ms. Kipley’s husband that they can file discrimination charges with the EEOC.

The board is incapable or unwilling to rein in the administration’s unfair practices. It took a jury to rule that the board ignored Mr. Erwin’s warnings about theft, bid rigging, and shoddy construction of schools that the board and administration wanted to ignore and punish Mr. Erwin for pointing out. It will probably take the federal government to break this board of its tolerance for crony hiring.

Both the board and the administration are incapable of handling such areas as fairness pivotal to the vitality of the schools. The schools should not be a jobs program for a bunch of obtuse cronies and unqualified relatives of the administration. The next time a board member appears on your horizon, ask the fibber why he or she allows such vile practices in the schools that are supposed to support excellence, not cheating to get in the back door. Don't let him or her weasel out of answering the question.

Another Tale of Crony Hiring at the School Board

Linda Kipley's husband has got a job from the school board that he is not qualified for; he certainly is not the best qualified. I have reviewed four of the 19 applications.

Kipley has no accounting degree. He puts in the degree slot 2010. What does that matter to a job he is applying for now? He may never get a college degree. He has little if any accounting experience (sales rep/accounting) doesn't sound like any deep accounting decorates his resume.

Two of the four applicants I checked had accounting degrees. One, Ms.Tagreed Salem, has an accounting degree with a minor in economics and years of accounting experience for a major firm.

I have told Ms. Salem that if the board has turned her down for this job and picked the much-less-qualified husband of an administrator, she has a claim to file EEOC charges for sex and national-origin discrimination, and since she is disabled (uses a walker), she can and should file under the American Disabilities Act of 1990.

This crony hiring does not get the best candidate for the taxpayers' money. If Ms. Salem does not get a job she is vastly more qualified for than an administrator's husband, I will encourage her to file the charges above with the EEOC for her own sake and for the taxpayers'.

The board is too cowardly to challenge the administration's chronic crony hiring of incompetent relatives and chums. The administration's arrogance in this area needs a check by the federal government to stop this vile joke on the taxpayers.

I shall also ask Senator Martinez to help me get a federal compliance review of the board's hiring policies. One of the women rejected for Ms. Kipley's husband is Hispanic and has the college degree that he lacks.

I have to wait and see what the fifteen internal employees' files show. I intend to tell any one of them who looks discriminated against that he or she is entitled to file an EEOC charge. lee

I got no writing samples with the four candidates whose applications I reviewed. I would like to see those
writing samples for all the 19 applicants."

In addition, I would like to see the results of the tests that the 19 applicants must have undergone to demonstrate knowledge of the abstruse computer programs listed in "D. Computer Skills."

SCHOOL DISTRICT OF HILLSBOROUGH COUNTY District Auditing Office ACCOUNTANT II PERTINENT INFORMATION Thank you for your interest in joining the Auditing Team! The following provides some key information regarding the advertised position. Section F below has application information — please respond if you are interested in this position. A. DISTRICT LEVEL AUDITOR This position will be responsible for managing District-level audits, which may involve such diverse District level areas as worker’s compensation, health insurance, transportation, textbook inventory, maintenance operations, student nutrition services, purchasing, federal grant applications, etc. Emphasis will be placed on determining compliance with internal controls and prudent business practices, as demonstrated by the following types of audits we perform: + Financial audits for compliance with generally accepted accounting principles (GARP) + Operational audits for compliance with Board policy + Performance audits for economy and efficiency + Defalcation audits for investigation of fraud or theft.

NOTE: This position is NOT related to our school-level auditors, who perform annual audits of school internal accounts or FTE student data, although those areas may be selected for a district level review. B. Audit Skills The primary function will be to develop, manage and execute audit programs suited to a particular audit. The auditor will be responsible for managing the entire audit process from entrance to the audit site to verbally exiting with the audit findings, including organizing the written workpaper documentation and writing the final report in a clear, concise manner. The position will work primarily independently, with possible assistance from one other audit team member and oversight by the District Audit Team Leader and Assistant Department Manager.

Often, the auditor will be working in unfamiliar areas, and so must adapt quickly to
utilizing the data available from unique and diverse systems. While there are basic guidelines that must be followed, this will not be a repetitive position, but rather will be constantly challenging and building on prior experience. Single audit areas may encompass budgets ranging from $50-500 million, and cover a review of human resources, purchasing, payroll, inventory management, outsourcing options and compliance with best financial practices. C. Documentation I organization This position will converse with audiences of differing financial/accounting backgrounds. Both verbal and writing skills are needed with a strong emphasis on organizing workpaper procedure documentation and writing procedural memorandums and and final reports. District level audits are often months in duration, so organization skills, patience, and the ability to parse the workload into logical and manageable tasks is essential. Computer skills Heavy emphasis on computer skills is required to manage, consolidate and analyze massive amounts of data.

Typical tools used include various accounting software packages, Lawson software, Excel spreadsheets, Excel pivot tables, Access databases, mainframe data retrieval (Ezytrieve) programs, Word, and PowerPoint presentations.
Travel The School District has sites located throughout the four corners of Hillsborough County, including Citrus Park, Plant City and Ruskin.

While this position maintains a desk in the downtown SAC administrative building, the auditor may be on location anywhere in the county for months at a time. As such, traveling via your own vehicle is an integral part of this position. (Note: Auditors are responsible for their own vehicles and are reimbursed for mileage at $37 per mile.) Self-motivation is also important.

Certify — The Testing and Certification Office (Velasco / Graduation from an accredited’four-year college,) university with major course work in Accounting OR SUBSTITUTION - Acceptable accounting experience above high school level }— may substitute for the required formal college course work on a basis of 1 year of experience for each year of required college course work. Salary/Work Day/Work Year The beginning salary for an Accountant II is $17.97 an hour. Normal work days are eight hours per day, 253 days a year, for an annual beginning salary of $36,371. There are 13 paid holidays and 4 non-paid holidays. Included within the holidays are a Winter Break (December) and a Spring Break (March/April) timed to match the student breaks. 2. Fringe Benefits — for permanent employees only Sick Leave is accrued at 12 days per year. Vacation is accrued at ten days per year (for the first five years of employment). After 90 days of initial District employment, health insurance is provided for the employee (this is subject to change). Dependent coverage is available at employee expense.

He Took His HCSD Crony Hiring with Him

Former Hillsborough official falls from new job

266_<span class= Once upon a time before MaryEllen Elia took over the Hillsborough school district, Donnie Evans (above) was the district's top-ranking black official. He oversaw several key programs and was often present in the news.

He applied for the superintendent's job here in Tampa, but couldn't muster enough School Board votes to make the finalist pool. Soon after Elia took over, he was shuffled out of the role he held under Earl Lennard and, eventually, Evans left to lead the Providence, R.I., school district.

Well, 2-1/2 years later, Evans finds himself on the outside once again. He resigned his post last week, just one day before his School Board was scheduled to consider renewing his contract. The local teachers union had voted its lack of confidence in Evans a week earlier. And he had come under a storm of political controversy for, among other things, offering a contract to Charlene Staley, a former Hillsborough school official also shuffled out under Elia. Less than a year later, Evans married Staley.

He learned about crony hiring at the Hillsborough County School Board and took the practice with him to his new job.

The difference is he didn't take the complicit school board in Hillsborough County that winks at the superintendent's hiring cronies or in the most recent case the spouse of Linda Kipley, the Torquemada of the Professional Standards cell block.

The May 20th board meeting had a parade of companies who had promoted diversity in hiring. There was no black on the school-board podium except Ms. Ethridge. I counted eight blacks total in the room. Two were school-board guards. The school board is not big for diversity. It gives out awards in a hypocritical ceremony; it does not practice diversity itself.

I don’t know why it’s not ok to tell people that they are overweight. Medical people are exempt from the practice of avoiding this verboten subject of unpleasant truth, however. I am a registered nurse in NY, Minnesota, and Florida. My nursing state-board scores make me able to gain registration in any state in the union. So I can talk freely about the health hazards of obesity.

Obese people injure their health and cut years off their lives. The result of being fat is not only morbidity but bloated health-care costs that everybody shares. Moreover, fat people feel terrible about themselves, especially young people.


The people at the head of the school system should be role models for the students in this area.


The school board should encourage Principal Orr at my alma mater HHS to walk at lunch time around the football field instead of eating and encourage overweight kids to walk with him. He must weigh over 400 pounds and snorts when he walks. His poor heart is protesting.

Ms. Elia has gained back her weight; ditto Susan Valdez; April Griffin needs to lose weight, Dr. Lamb is a walking heart attack. La Kurdell could take off some pounds; ditto Edgecombe. Candy Olson has a pot belly that one usually sees on skid-row drunks. And speaking of bellies: the beer belly is nothing but fat. The beer belly will disappear if the person loses weight.


Jennifer Falliera is the only person in normal weight range on the podium besides Gonzalez and the two guys at the end—with Otero’s weight being in the questionable range. Falliera's morals are shoddy, but her weight is fine. La Falliera will doubtless live to a ripe old age and ensnare many a hapless fellow. I can see her being the geriatric femme fatale of record in some assisted-living facility or nursing home.

The reason the board doesn’t touch the problem of childhood obesity’s deadly toll is that its members would be walking hypocrites.

The board ignores this problem with the same assiduity as it avoided looking at the truth in the crucifixion of Mr. Erwin.

I listened to Ms. Griffin and others laud the cafeteria lady the other night. But I hear that the food in the cafeteria is awful.

Bottom line: Lose weight, board members, and start a program for overweight students. The students are watching you. Me too.

Bring in the Clowns

I received the following on the May 20th board meeting on the 20th. This comes from a savvy school employee I believe.

I had to leave early because I had had to arise at 5 to go to Tampa to be an usher at the Obama rally at the Sports Palace. I didn't go because I didn't feel top of the line when I arose. A friend and I are going to the convention in August and now are trying to figure a way to get into the Florida delegate section on the night of Obama's acceptance speech. lee


Subject: Board meeting thoughts

Really stupid LONG moment of silence at the board meeting. Really long. That was like 2 minutes of silence!

They give a handicapped man a standing ovation to feel good about themselves. Meanwhile, they should be doing right by ALL students and employees.

Valdez did ask for the guidelines about employees being hired. Valdez says there is a separation of powers in the district. I bet you won't find a single person in the district who truly believes that. I think that was Susan's attempt to bring up employee hirings.

Everyone beats around the bush discussing employee qualifications and experience. They were all talking about Tom Kipley, but they avoided saying his name and talking about the exact issue at hand. They love to beat around the bush and avoid identifying the elephant in the room.

I think that is ridiculous. Why not come out and talk about the
exact issue? It is bizaare that they do not. Linda Kipley smiled at
the end of that.

Olson has a dumb pillow on her chair. She must be physically hurt. She needs to do better exercise. The pillow looks really dumb, b/c it makes her look lazy. I would just tolerate any discomfort for a few hours.

I notice that all they ever do is defend the administrators. It is so ridiculous.

Jack Davis actually held his ground with Candy and she shut up! I am surprised! Candy was asking when they would have a procedure to mark laptops which belong to the district. Jack Davis said that for every solution there is a new problem and that if there is a big emblem on the laptops, there are covers people can buy that stretch over them, etc. Candy said she wished he hadn't just told the thieves how to take the laptops. He countered that it is advertised on TV already. She then
decided to end the conversation.

The head nutrition lady couldn't answer Candy about what the income for a 4 person family should be to qualify for free lunch. (I think the average family of four in the area has a yearly income of $34,000. Jennifer Falliera complained about not being able to raise two children on eight thousand dollars more than than that, the board's bloated salary. The $34,000 is also the beginning of the teachers' salary scale I believe. If
The Pole Girl hadn't excused her husband from child support to get him to keep mum on her adultery, she would have had enough money. Then Marc Hart gave me the deposition proving the adultery.
) I would think this woman could cite a round about number, since she is in charge of lunches.

Candy says that canned fruits are just as nutritious as fresh fruit!!!! She also claims to prefer apples and
fresh fruit. It doesn't look like she prefers those things.

Elia started coughing and had to get up and go off screen. Probably choking on her gall.

Doretha questioned Gretchen Saunders big time about some business thing I didn't fully understand. It looks like something about pricing was mishandled, and Gretchen seemed visibly shaken by Doretha's questioning. Faliero tried to shut up Doretha. Doretha continued but hurried. April then pushed her button and disagreed with Faliero.

Faliero decided on a break to avoid the whole thing. Interesting.

You have their number. You really do. I think they are just blatantly ignoring what is "right" b/c they simply don't want to admit they are wrong. It is like talking to a brick wall. They will never change their ways. I am now convinced of that. They think they are right.

They can do no wrong, and even when they face how things are messed up, they deny and cover for the administrators. It is very, very sad.

Mark Klutho looks hilarious!!!! Linda Kipley looks disgusted by him.

Her whole desire in life is to appear elegant and professional, two things she IS NOT......so she can NOT relate to Mark Klutho's desire to look like a kook. He called them "fools" and "scoundrels".....which is funny! He corrected Elia's and Candy's grammar!!!! LOL I love it!!!

He tells them they should be locked up and put in jail. I love it!!!

I must admit that Mr. Klutho is an admirer of mine. I am the femme fatale of radical men. Jim Faire was a fan too. Before he died, he used to follow me around Tallahassee like a shadow. I guess I should have been flattered, but I was too young to value the compliment. lee

Ms. Cobbe, I need the applications of the fifteen internal candidates for the accountant job to evaluate the hiring process. Although Mr. Valdes was emphatic as well as prolix in his defending the choice of Mr. Thomas James Kipley, I still do not understand how Ms. Linda Kipley's husband's lack of a college degree and lack of defined accounting experience beat that of applicant Mr. Taghreed Elgendi Salem, for example, who got his college degree in accounting in 1979 and has worked full-time as an accountant since 11/12/03. Why that experience and his earned degree does not trump no college degree and only an accounting/sales rep background of Mr. Thomas James Kipley, Ms. Linda Kipley's spouse. I have doubts about how much the "/accountant" part of his job dealt in the abstruse accounting knowledge this school-board job seems to require.

In addition, the job application emphasizes the need to write in a clear, concise manner" and that the candidate must have "strong...organizing work paper procedures of documentation and writing procedural manuals and final reports."

I got no writing samples with the four candidates whose applications I reviewed. I would like to see those for all the 19 applicants."

In addition, I would like to see the results of the tests that the 19 applicants must have undergone to demonstrate knowledge of the abstruse computer programs listed in "D. Computer Skills."

As broad as the skills for this job are, I am surprised it starts at only $34,000. That is the same pitifully low salary a beginning teacher makes.

Mrs. Erwin:

How nice to hear from you and learn that your retirement is going well. I too am retired-- from teaching English at HCC for 28 years. We live in our condo on the beach because our big old house in Beach Park got too empty after our four children left.

I do what I can to prod the Hillsborough County Board and administration to serve the students and teachers and community instead of themselves. But that gaggle of cutthroats in the ROSSAC building are hell bent on making the taxpayer serve their selfish ends, not those of the community. The current superintendent, Mary Ellen Elia, seems bent on becoming a millionaire in the job. Her greediness is repellant.

This afternoon is school board day, and I will travel over Franklin Bridge to the board room to squawk. People are so scared of the administration. That’s what appalls me. This is America, and people are afraid to speak up in the Hillsborough County School system.

The board is the main villain. If its members stepped up to the plate and did their jobs, the administration would be as tame as puppies, But the Board just wants to sit up on the dais as ceremonial figures and gad about the community pretending to be the beneficiaries of education. They know exactly what is going on as they did when Davis, Hamilton, and Lennard were torturing Mr. Erwin. My goal now is to get some better people elected to the board who are not afraid to do the job the voters elected them to do—some with concern for education and with enough guts to stand up against the hostility of the other board members who think things are just hunky-dory and don’t want a thing to change. Three of the culprits from Mr. Erwin’s ordeal are still sitting up there on the dais: Olson, Lamb, and Kurdell.

They are still rubberstamping anything Elia lays under their noses, of course. But Kurdell has two opponents for the August election—two former military men. I pray one will win.

I am a Georgia girl—born in Camden County. My mother’s county was Jeff Davis. I go back every year to Camden to our family cemetery in Burnt Fort for dinner on the grounds. My Catholic husband is appalled at the vigor of the born-again ceremony in the little church, but I love it and know all the songs. I eat myself sick on all the good things that only Georgia farm women know how to cook.

One day, with permission, I shall swing by when I go home and visit you and Mr. Erwin. He has become a hero to me after my plowing through the Erwin files, which I had a hard time laying hold of since Tom Gonzalez is always up to his old tricks. He keeps threatening to sue me. I welcome the day. He will be the laughing stock of the law community in Hillsborough County, and Granny will be a hero to all her ten grandchildren.

PS: Tell Mr. Erwin that I cheered when a panicked ROSSAC spy saw him climb up on the roof of a school with reporters to show them the holes in the roofs built less than five years previously. He can always feel he went beyond the call of duty in doing what he could to protect the schools. The jury gave him a “well done” in its verdict. That approval means that when the people find out what’s really going on in the schools, they make the right judgment.

Dear Mrs. De Cesare,

My name is Pat Erwin (Doug's wife) and I am responding to your very nice (and informative) letter on Doug's behalf. Doug is a great talker but is not too handy with the computer.

Doug did respond to your letter of approximately two years ago with a letter of his own. We don't know where it ended up, but we mailed it to your home address. We are so sorry that you did not receive it. He told you that he had really gotten into gardening and that we loved our new neighborhood. Of course, since Tampa was our home for most of our adult lives we will always miss it and our many friends there. At that time, Doug told you that he was truly enjoying his retirement and had really put all that happened with the school system behind him and (most of the time) out of his thoughts. We both learned that unfortunately, no matter how badly our leaders are behaving, most of us are too apathetic to demand change. He was very hopeful that his actions would make a lasting difference, but we now know that not much has changed "downtown". Some of the names have changed but the actions still seem pretty much the same!

A dear friend of ours, who is also retired from the school system, had told us about your blog and I checked it out and shared it with Doug very often. However, I thought you had retired from your blog and had not checked it lately. We are happy that you are still stirring the pot!

Doug appreciates your support of him and most importantly the students and all the site based employees of Hillsborough County Schools. He feels that the students are the ones that are totally forgotten in that mess that is the HCSB. Very sad!

Once again, thank you for your untiring efforts on behalf of the children of Hillsborough County.

The Hillsborough County School System has a reputation with those who work there of hiring and promoting people who are connected or related to those in charge. Stories of favoritism are rampant. This reputation and practice creates an unhealthy work environment. Many employees feel blackballed and trapped because they offended the wrong person.

Most know loyalty to the right boss is more rewarded than proficiency or honesty. In this atmosphere, how can the school system claim to be an equal opportunity employer?

The school district needed an accountant II in the District Auditing Office. The individual would perform audits that could involve worker's compensation, health insurance, transportation, textbook,inventory, maintenance, nutrition service and a host of other areas.This individual could perform audits that encompass budgets from $50-$500 million. Skills needed are organizing documentation, writing procedural memorandums and communicating with audiences of differing
accounting backgrounds. Four years of college or acceptable accounting experience are required. Nineteen people applied, many already in the system, and some with applicable experience.

The $36,000 job was awarded to Tom Kipley. His resume documents jobs at Home Depot Pro Sales, Robbins Manufacturing, and a host of electrical and air conditioning contractors. His experience is inside and outside sales, construction and customer service. He did not graduate college and has no clearly listed accounting experience. So why did this guy get the job over others, some who clearly have related experience?

Some speculate that Tom Kipley being the husband of Linda Kipley could have influenced the outcome. Linda Kipley is the general manager of professional standards for the school district. She's the one who investigates employees for wrongdoing. She is the district's top internal affairs cop.

We'd ask the district to investigate if favoritism occurred in this
hire, but we have a feeling that Linda Kipley would find no evidence that her husband Tom received any special consideration.



If just one of those nineteen rejected candidates would file a Title VII charge against the board, it would be a new world in buddy employment in this school district.

The board now can boast the gifted couple of Linda Kipley with a home-ec degree overseeing, judging, and punishing teachers for misconduct when she is not educationally or intellectually or ethically capable of the job.

She is one of the three most hated people in the school district my poll says. MaryEllen Elia and Tom Gonzalez are the other two. All three got their jobs in unorthodox ways that violate equal opportunity.

Kipley's spouse without a college degree or relevant experience now joins in this nepotism hoedown. ROSSAC runs a jobs programs for buddies and sycophants. Skill and education do not matter diddly. So taxpayers pay for deficient candidates for jobs who need consultants to rush in with flash cards to teach them the basics of what they are supposed to be doing and getting paid to do.

This is shameful arrogance on the board's part. Its members cannot mount the hustings for the election in August and tell the voters they are looking out for their interest.

What ails the board? Does it agree with this disgraceful behavior? Is it paralyzed? Why hasn't at least one member raised a protest in public? The problem with the board members who would like to do things differently is that they lack the stomach to face down the board rubberstampers.

I am especially disappointed in April Griffin and Susan Valdes. This is the kind of outrage people who supported them thought they would confront. Let's see if they have the guts to do it and serve the taxpayers who voted for them.

Who signed off on his hiring? That has to be written down someplace.

I assume literacy is a requirement of the job. Does his application have a writing sample that I could see?

As a candidate for District 1, whose incumbent is now Susan Valdes, you say these are the most important issues, Mr. Schmidt.

6) Increased reviews of programs and curriculum

1. 1.Would you oppose nepotism-buddy hirings like that just announced of Linda Kipley’s husband who has no experience in the field?

2. 2. Would you insist that administrative jobs get advertising and not go automatically to the superintendent’s buddies?

3. 3.Would you insist that administrative jobs have degrees in relevant fields?

4. 4.Would you visit the schools and schedule meetings with teachers at intervals? If so, how often?

5. 5. Would you revisit the superintendent’s bloated salary and bring it in line with the teachers’ salaries so that the superintendent makes no more than four times the lowest teacher’s salary?

6. 6.The Professional Standards office has a reputation of sadism in punishment, of telling untruths, and of cooking up cases against teachers who criticize the administration. Would you have an overhaul of that office with a committee that has teachers and citizens on it?

7.7.Attorney Tom Gonzalez promised a citizen and a media specialist that he would produce a pamphlet for teachers who must go to Professional Standards outlining their rights and obligations in that situation. He has not done so. Would you insist that he fulfill that promise?

Would you have programs to minister to gifted students such as those in Oregon for foreign-language study sponsored by the federal government in such languages as Arabic and Chinese—the two growing populations that will increasingly demand our country’s political and economic attention? Would you stand down the bigots in your district who might oppose such programs?

9 9.Have you read the files of the Doug Erwin case (available in Public Affairs Office)?

110. Did you live in Hillsborough County when the Erwin case was tried? Who do you think was the most guilty for the circumstances that Erwin observed in the schools: theft, rigging bids, accepting below-standards buildings that leaked, buckled, and suffered ubiquitous water damage and ac breakdowns in two years of ac’s that should have lasted twenty years?

1 11. Would you agree for the taxpayers to pay negligent contractors first-class prices for 3rd-class work and materials?

112. Would you have fired Dr. Lennard, Mr. Davis, and Dr. Hamilton for their concerted retaliation against Mr. Erwin for repeatedly bringing these problems to their attention but which they ignored and, instead, plotted to make him quit is job?

114. Would you have the courage to be the only board member to oppose something you think is wrong and speak up to say why you think it is wrong?
